Abstract
The objective of this study is to identify a strategy for environmentally sustainable
development in Anakao area for better protection and management of the biodiversity.
Miserable conditions of the area (dry climate, rather bad level of scolarisation, lack of hygien
and sanitation) and the fishing tradition for the Vezo, threaten the ecosystems and the
marine and coastal resources.
The number of fishermen has nearly doubled for a decade, the figure goes from 900 in 1997
up to 1800 in 2007. Collective gears bulk a very important place in matters of fishing activity
practise. They bring 81,12% of the total production of the village, that is 424,35 tons. Seines,
which are non selective gears produce 58,48% (that is 305,87 tons) of the total production.
Tourism is still less developped in the region in spite of its fairly hugh touristic potential. With
9 hotels available, Anakao receives about 8000 tourist/year.
The diagnostic concerning 33 transects and 107 quadrats in the reef (7 stations among
which 3 in 2006 and 4 in 2007 in the reef flat and 4 stations realized in 2007 in the reef
slope) shows that external slope is healther than the reef flat. The latter constitutes habitual
fishing zones for fishermen. Sediments brought about by the Onilahy river affect mainly the
reef flat and external slope of the Nosy Ve North (station 8). Netherless, this situation does
not seem too critical compared with other zones of the region of Toliara like Ifaty/Mangily and
Manombo which have the same morphological and economic contexts.
In spite of the existence of FIMIMANO, a concertation structure created in 1998 aims as the
management of Nosy Ve. Lacks have been felt as well on the tsructure as on the mechanism
of management. An integrated management model approach is suggested at the end of
study. It is based on three complementary aspects : the improvement of governance by
restructuration of FIMIMANO, the elaboration of strategies of management based on the
restoration of the reef flat by the creation of MPA, fishierie using FAD, development of
ecotourism, création of income revenue) and the improvement of the standard of life of
population (health, hygien, education, transport).
